Young People Not in Education, Employment of Training (or at risk)


The percentage of young people aged 16-18 in North Cornwall who are not in education, employment of training (NEET) has historically been higher than other areas (Figure 1).



In the nine months to July 2007, the number of young people identified as NEET or presumed NEET has averaged 446 (6.0% of the cohort).

Typically in the North Cornwall area, around 9% of those in employment have found work in the hotel and catering sector. This would represent approximately 40 NEET young people who could engage in the range of provision proposed for this development.

Around one in five persons (18.4%) in North Cornwall work in the retail sector. This translates to 82 young people. Even acknowledging that this sector covers such a wide range of retailers, if half were involved in general retail, personal services (e.g. hair salons) or tourism then the NEET population could be reduced by almost a tenth.

Overall, a realistic estimate of 81 new learners, i.e. those previously declared NEET, could easily be accommodated in a package in the skills sector based at the proposed vocational training centre. This would represent a reduction in NEETs from 6.0% to 4.9% across the district. Potentially, of course, there is scope to accommodate a far greater number of learners from the NEET population.
